Bug: Premature removal of ’Encounter Life' option.

I believe that the encounter life option is supposed to be removed if you 'Drill' a planet first. However it is also removed if you cancel the drill action.

This doesn't seem right to me as if you hit it by accident then you have lost an opportunity meet new life.

Suggest only removing 'Encounter Life' option if you actually drill for mats.
