Bug or design decision?
When encountering aliens on a garden planet, one of the possible events is that you are asked to agree or disagree with what they say. If you answer correctly, you are given a chance to give them an element they want. When you do, the option to speak with them goes away.
If you have nothing they want, the option to speak with them stays. You can do this as many times as you get the question/statement right, learning a new alien word each time. The more words you know the easier it is to answer correctly. With enough luck it would be possible to learn the alien language on one planet.
Kind of obscure, not really super game breaking and only really applicable in the early game, but I've encountered it 3 or 4 times now.
