Game over due to lack of fuel when fuel remains in cargo

I was in the end stretch of the game when I jumped to a system and hit one of the mini-events where you lose fuel, and dropped to 0 fuel.

The game ended saying I was out of fuel and had nothing to refill it, but I had H and He in cargo.
