Technology Screen missing/not scrollable

I'm working on the mission where you need the life seed (Yellow, I think?) and I've gathered almost all of the tech and just need to get near a black hole to warp to the the place I need to be.. I'm so close to the fourth ending, I've done the other three.

But then... my technologies page is bugged. If I try to build something it just opens a title bar that says Technologies with no available options... I've attached an image of what's happening.

Please, please help me fix this, I'm so close to saving humanity and this is preventing me from that.
